PM National Relief Fund

In pursuance of an appeal by the then Prime Minister, Pt. Jawaharlal Nehru in January, 1948, the Prime Minister's National Relief Fund (PMNRF) was established with public contributions to assist displaced persons from Pakistan. The resources of the PMNRF are now utilized primarily to render immediate relief to families of those killed in natural calamities like floods, cyclones and earthquakes, etc. and to the victims of the major accidents and riots. Assistance from PMNRF is also rendered, to partially defray the expenses for medical treatment like heart surgery, kidney transplantation, cancer treatment and acid attack etc. The fund consists entirely of public contributions and does not get any budgetary support. The corpus of the fund is invested with scheduled commercial banks in various forms. Disbursements are made with the approval of the Prime Minister. PMNRF has not been constituted by the Parliament. The fund is recognized as a Trust under the Income Tax Act and the same is managed by Prime Minister or multiple delegates for national causes. PMNRF operates from the Prime Minister's Office, South Block, New Delhi-110011 and does not pays any license fee. PMNRF is exempt under Income Tax Act, 1961 under Section 10 and 139 for return purposes. Contributions towards PMNRF are notified for 100% deduction from taxable income under section 80(G) of the Income Tax Act, 1961. Prime Minister is the Chairman of PMNRF and is assisted by Officers/ Staff on honorary basis. Permanent Account Number of PMNRF is AACTP4637Q.

PMNRF accepts only voluntary donations by individuals and institutions.

Contributions flowing out of budgetary sources of Government or from the balance sheets of the public sector undertakings are not accepted.Conditional contributions, where the donor specifically mentions that the amount is meant for a particular purpose, are not accepted in the Fund.
In order to facilitate speedy issue of 80(G) Income Tax receipts, donors are advised to provide the transaction details of donations deposited directly in any of the PMNRF collection banks along with address of the donor to this office through email at pmnrf@gov.in.

Relief Package for the victims of Aila Cyclone in May 2009

Prime Minister had accorded approval to the phased provision of cyclone shelters in the three coastal districts of North 24 Parganas, South 24 Parganas and Purba Medinipur. Rs. 138.65 crore has been earmarked for construction of 50 cyclone shelters through the National Disaster Management Authority (NDMA). Rs. 117.60 crore has been released to NDMA. Construction work of all 50 Cyclone Shelters have been completed.

The remaining rehabilitation measures viz. release of ex-gratia @ Rs.2 lakh each to the next of kin of deceased and funds for purchase of medicines and baby food for the affected families have been completed.

  • Relief package for victims of floods in June, 2013 in Uttarakhand

    Prime Minister during his visit had announced the following assistance from the Prime Minister’s National Relief Fund for the victims of floods:-

    • (a) Ex-gratia of Rs.2 lakh each to the next of kin of the persons deceased.
    • (b) Ex-gratia of Rs. 50,000/- each to the seriously injured persons.
    • (c) Financial assistance of Rs.1 lakh each to the persons whose houses got fully damaged.
    • (d) Financial assistance of Rs. 50,000/- each to the persons whose houses got partially damaged. Rs. 112.535 crore has been released for 3895 death cases, 2 seriously injured cases, 1925 fully damaged house cases and 3075 partially damaged house cases.
  • Construction of Cyclone Shelters in Kerala and Lakshadweep

    Prime Minister has accorded approval for construction of six cyclone shelters at an estimated cost of Rs. 8.23 crore - two in Kozhikode, one in Kannur districts of Kerala and three in Lakshadweep through the National Disaster Management Authority (NDMA). An amount of Rs. 242 lakh has been released for one cyclone shelter in Kerala and the construction of cyclone shelter is complete. Rs.1.03 crore has been released for construction of multi-purpose evacuation cum community centre at Lakshadweep.

  • Rail accident of Gorakhdham Express in Sant Kabir Nagar, Uttar Pradesh on 26.05.2014

    Ex-gratia of Rs. 2 lakh each to the next of kin of the deceased and Rs. 50,000/- each to the seriously injured has been sanctioned. Rs. 65 lakh has been released for 29 death cases and 14 seriously injured cases.

  • Rail accident of Delhi Dibrugarh Rajdhani on 25-6-2014 near Chapra, Bihar

    Ex-gratia of Rs.2 lakh each to the next of kin of the deceased and Rs.50,000/- each to the seriously injured has been sanctioned. Rs. 11 lakh has been released for 4 death cases and 6 seriously injured cases.

  • Explosion in pipeline of GAIL on 27-6-2014 near Guntur, Andhra Pradesh

    Ex-gratia of Rs.2 lakh each to the next of kin of the deceased and Rs. 50,000/- each to the seriously injured has been sanctioned. Rs. 49.50 lakh has been released for 21 death cases and 15 seriously injured cases.

  • Landslide in Malin Village, Pune

    Ex-gratia of Rs. 2 lakh each to the next of kin of the deceased and Rs. 50,000/- each to the seriously injured has been sanctioned. Rs. 284 lakh has been released for 142 death cases.

    Ex-gratia of Rs. 2 lakh each to the next of kin of the deceased and Rs. 50,000/- each to the seriously injured has been sanctioned. Rs. 118 lakh has been released for 58 death cases and 4 seriously injured cases.

  • Floods in Assam in 2014

    Ex-gratia of Rs. 2 lakh each to the next of kin of the deceased and Rs. 50,000/- each to the seriously injured has been sanctioned. Rs. 168 lakh has been released for 84 death cases.

  • Floods in Bihar in 2014

    Ex-gratia of Rs. 2 lakh each to the next of kin of the deceased and Rs. 50,000/- each to the seriously injured has been sanctioned. Rs.114 lakh has been released for 57 death cases.

  • Floods in Uttar Pradesh in 2014

    Ex-gratia of Rs. 2 lakh each to the next of kin of the deceased and Rs. 50,000/- each to the seriously injured has been sanctioned. Rs.176.50 lakh has been released for 88 death cases and 1 seriously injured case.

  • Floods in Uttarakhand in 2014

    Ex-gratia of Rs. 2 lakh each to the next of kin of the deceased and Rs. 50,000/- each to the seriously injured has been sanctioned. Rs.142.50 lakh has been released for 65 death cases and 25 seriously injured cases.

  • Floods in Meghalaya in 2014

    Ex-gratia of Rs. 2 lakh each to the next of kin of the deceased and Rs. 50,000/- each to the seriously injured has been sanctioned. Rs. 130.50 lakh has been released for 62 death cases and 13 seriously injured cases.

  • Hudhud cyclone in Andhra Padesh and Odisha in 2014

    Ex-gratia of Rs. 2 lakh each to the next of kin of the deceased and Rs. 50,000/- each to the seriously injured has been sanctioned. Rs. 132 lakh has been released for 64 death cases and 8 seriously injured cases.

  • Floods in Jammu and Kashmir in 2014
    • (a) Ex-gratia of Rs. 2 lakh each for the next of kin of deceased and Rs. 50,000/- each for the seriously injured persons has been sanctioned and Rs. 6.045 crore has been released for 296 death cases and 25 seriously injured cases.
    • (b) Rs. 5 crore has been released to Government of Jammu and Kashmir for procurement of 1 lakh blankets for the affected persons of the calamity.
    • (c) Rs. 142.145 crore has been released to National Disaster Management Authority (NDMA) for replacement medical equipments rendered completely dysfunctional in hospitals of Srinagar, Leh and Jammu.
    • (d) Rs. 1 lakh each for the reconstruction of fully damaged pucca houses and Rs. 50,000/- for the reconstruction of fully damaged kutcha houses has been sanctioned. This financial assistance is being directly credited to the accounts of the beneficiaries by NDMA. So far, financial assistance amounting to Rs.154.42 crore has been credited to the accounts of 21,088 beneficiaries.
    • (e) Rs. 4.08 crore has been utilised by the Government of Jammu and Kashmir for replacement of text books damaged by the floods. 118680 sets of text books have been distributed among the students of school.
    • (f) Rs. 50,000/- each for reconstruction of severely damaged pucca houses, Rs.25,000/- each for partially damaged pucca houses, Rs.10,000/- each for severely damaged kutcha houses and Rs.5,000/- each for partially damaged kutcha houses has been sanctioned. This financial assistance is being directly credited to the accounts of the beneficiaries by NDMA. Financial assistance amounting to Rs.441.47 crore has been released in respect of 1,97,652 cases.
  • Ex-gratia to the victims of ethnic violence in Kokrajhar and Sonitpur districts of Assam on 23-12-2014

    Ex-gratia of Rs. 2 lakh each for the next of kin of deceased and Rs. 50,000/- each for the seriously injured persons has been sanctioned and Rs. 167 lakh has been released for 78 death cases and 22 seriously injured cases.

  • Ex-gratia to the victims of earthquake in Nepal and bordering states of India on 25-04-2015

    Ex-gratia of Rs. 2 lakh each to the next of kin of the deceased and Rs. 50,000/- each for the seriously injured persons has been sanctioned for Indian Nationals and Rs.221.50 lakh has been released for 103 death cases and 31 seriously injured cases.

  • Ex-gratia to the victims of bus accident in Nepal on 22-04-2015 involving pilgrims of Gujarat

    Ex-gratia of Rs. 2 lakh each for the next of kin of the deceased and Rs. 50,000/- each for the seriously injured persons has been sanctioned and Rs.36.50 lakh has been released for 17 death cases and 5 seriously injured cases.

Q.12. Whether Public Sector Undertakings can contribute towards the PMNRF?
Ans. PMNRF accepts only voluntary contributions by individuals and institutions. Contributions flowing out of budgetary sources or from the balance sheets of the Public Sector Undertakings are not accepted.
Q.13. Who is the authority to issue certificate for claiming deductions u/s 80(G) of the Income Tax Act, 1961 in respect of donations made by employees of an organisation to the PMNRF?
Ans. As per Ministry of Finance Circular No. 2/2005 dated 12th January 2005, "in cases where employees make donations to the Prime Minister's National Relief Fund, the Chief Minister's Relief Fund or the Lieutenant Governor's Relief Fund through their respective employers, it is not possible for such funds to issue separate certificate to every such employee in respect of donations made to such funds as contributions made to these funds are in the form of a consolidated cheque. An employee who makes donations towards these funds is eligible to claim deduction u/s 80(G) of the Income Tax Act, 1961. In respect of such donations as indicated above benefit will be admissible u/s 80(G) of the Income Tax Act, 1961 on the basis of the certificate issued by Drawing and Disbursing Officer [DDO] / Employer in this behalf."
Q.14. How are the funds available with the PMNRF proposed to be utilized?
Ans. A very large proportion of the funds stands committed to be utilized in a phased manner for various schemes announced by PM. Funds are also earmarked for medical assistance, floods, drought, terrorist violence and other such unforeseen occurrences, with a reserve for emergencies.
Q.15. Who are eligible to receive money from the Prime Minister's National Relief Fund?
Ans. The Prime Minister's National Relief Fund (PMNRF) is primarily utilized to render immediate relief to families of those affected by natural calamities like floods, cyclones and earthquakes etc. and to victims of the major accidents and riots. In addition to this, the PMNRF provides financial assistance to indigent patients for treatment of major diseases at Government/PMNRF empanelled hospitals to partially defray the expenses.
Q.16. What is the method of selection of eligible recipients?
Ans. The disbursement out of the fund is made at the discretion of the Prime Minister, and in accordance with the Prime Minister's directions.
Q.17. Are all applications received in the PMNRF for grant of financial assistance for taking medical treatment considered?
Ans. PMNRF operates on limited resources and as large number of requests are received seeking financial assistance for medical treatment, it is not possible to accommodate all requests due to the limited resources.
Q.18. Whether the funds with the PMNRF are kept in a common pool or in special accounts for specific purposes?
Ans. The funds available with the PMNRF are kept in common pool.
Q.19. Is there any system in place to ensure that donations collected by Companies authorized to do so, particularly PSUs, for contribution to PMNRF are promptly remitted by them for credit to the designated fund?
Ans. Contributions particularly from the PSUs/Companies towards the PMNRF are either received directly from them or through the concerned Ministry. Formal Receipt for the contribution is issued in the name of donor and dispatched to the sender for onward transmission to the donor. PMNRF is involved only from the point of receipt of contribution, and it is upto the donor organization to ensure that collections are sent to PMNRF.
Q.20. Whether the Company receiving donations for PMNRF is authorized to utilize the amount so collected for providing relief measures on their own?
Ans. PMNRF gets control over contributions only after they have been received.
Q.21. In cases where the contributions collected were actually not remitted for credit to PMNRF, what would be the status of Income Tax Relief which the donors would have claimed (and even being admitted by the Assessing Authority) based on the receipts issued to them by the Company?
Ans. Income tax benefit can be claimed by a donor on the basis of PMNRF receipt issued by the Prime Minister's Office against his contribution.
Q.22. What documents are required to be enclosed by the applicant along with application for grant of financial assistance from PMNRF for medical treatment?
Ans. Applicants can apply for grant of financial assistance through an application (format also available at the website) addressed to the Prime Minister. Applicants, applying for grant of financial assistance for medical treatment, are required to enclose two passport size photographs of patient (one pasted on application, another stapled with application), copy of residence proof, original medical certificate mentioning the type of disease and estimated cost of expenditure and copy of his income certificate. List of private hospitals empanelled with the PMNRF is posted separately at the PMNRF website which could be used by the applicant for reference at the time of applying for grant(All government hospitals are already empanelled with PMNRF). After receipt of application, the same is considered and disbursements are made at the sole discretion of the Prime Minister, keeping in view availability of funds and prior commitments of the PMNRF.
Q.23. Does PMNRF has a PAN?
Ans. Yes, PMNRF has been allotted a Permanent Account Number (PAN) AACTP4637Q.
Q.24. How many acid attack victims have been provided financial assistance of Rs. 01 lakh from PMNRF since the inception of related policy w.e.f. 08.10.2016?
Ans. Since 08.10.2016, 19 female and 02 male acid attack victims have been provided financial assistance upto Rs.01 lakh each from the Prime Minister's National Relief Fund.
